How it works

In your browser, not on a server
JPG and PNG images are embedded directly into the PDF by pdf-lib without re-encoding. Other formats are decoded by your browser (HEIC via libheif) and embedded as JPG or PNG. Page size, orientation and margins are applied while laying out each page in memory.
Compared with upload-based tools: Uploading a folder of receipts or ID scans to make one PDF is exactly the kind of thing that should not need a server. The PDF is assembled on your device in the time it takes to pick the files.
Verify it yourself. Load this page, turn off Wi-Fi or switch to airplane mode, and run the tool. Or open your browser's developer tools (F12, or Cmd-Option-I on a Mac), pick the Network tab, and watch it while you convert. The panel above does the same count for you.
Questions
What image formats work?
JPG and PNG are embedded directly. WebP, GIF, BMP, AVIF and HEIC are converted first, in your browser, and then embedded.
How is the image placed on the page?
With "Fit to image" each page takes the exact size of its image. With A4 or Letter, each image is scaled to fit inside the page with the margin you set, keeping its proportions, and centered.
Is anything uploaded?
No. The PDF is assembled by pdf-lib in your browser.
